About Us

INSEC was founded in 1988 by inexorable HR defender late Prakash Kaphley and prominent HR activist Sushil Pyakurel. Started with the objective of protecting the rights of people engaged in informal sectors, it has significantly contributed in protecting and promoting the fundamental rights of people in virtually all sectors. The efforts made during its early days made effective contributions in institutionalizing the democratic polity in the nation from a rights-based approach, both at the policy and grassroots levels, especially after the restoration of democracy in 1990/91.

Immediately after the inception, INSEC implemented a programme targeting the cart pushers of the Kathmandu valley. Fundamentally, the programme sought to protect their economic rights through study, advocacy and campaigning for ensuring appropriate labor wage to the cart pushers. In course of time, INSEC has gradually identified its core competency areas which are organizing campaigns, victims’ reparation, reconciliation,  awareness creation and education programs for making people capable of asserting their civil and political rights and documentation of human rights situation of the country and its dissemination at national and international arenas. Education, monitoring, lobbying, advocacy, research and training on issues related to human rights have been major regular undertakings for INSEC for more than a decade already.

 

As human rights NGO, INSEC is focused towards working with disadvantaged groups. Its targeted working groups have been the agricultural laborers, conflict victims’, underprivileged women, and socially discriminated people including Dalits and children.

A country where citizens are aware of human rights and democratic freedom and the governing agencies fully respect, protect and fulfill all human rights of its citizens.

 

Mission

INSEC’s focus is to work towards the promotion of policies, institutions and capacity that contribute to the protection and promotion of human rights and democratic freedom. It aspires to be a watchdog, lobbyist and policy interventionist while pursuing its stated mission.

STRATEGIC OBJECTIVES

 

The following are the strategic objectives of INSEC for its single goal of protection and promotion of human rights for social justice in Nepal:

 

SO 1: People, government, law enforcing and other concerned agencies are aware of the issues and incidences of Human Rights violations and act accordingly

 

SO 2: People, their representatives, law enforcing agencies and other key stakeholders are educated, sensitized and trained and take actions to protect and promote Human Rights in the country

 

SO 3: Government promulgates and refines its policies and laws to protect and promote Human Rights of its people as per international treaties and conventions

 

SO 4: Effective role played for peace building and consolidation of democracy in the country

 

SO 5: Institutional competence of CBOs and other like-minded organisations enhanced to work together on Human Rights, peace building and policy advocacy

 

SO 6: INSEC is recognised as an effective organisation in Human Rights for its efficient and transparent management practices. (PM&E)

INSEC is committed to the following core values:

 

·     The recognition and practical application of the principle that all human rights- civil, political, economic, social and cultural rights- are “universal, indivisible and interdependent and interrelated”

 

·     The recognition that all public and private actors in society including the makers of the constitution have a duty to respect and promote human rights and democratic freedom,

 

·     An unrestricted opportunity to participate in the human rights movement through monitoring, knowledge building, advocacy, lobbying and campaigns in the newly available open and transparent full-fledged democratic era.

 

·     A commitment to diversity and equality of outcomes in law, policy, and practice, or commitment to equity, justice, freedom, peace and aligned to its philosophy of empowering through knowledge building,

 

·     Prioritizing the needs of vulnerable and disadvantaged groups and the adoption of special measures to assist these groups to gain access to opportunities, resources and social services,

 

·     Availability of a range of effective mechanisms accountable to ensure respect for human rights. These mechanisms include;

 

1. Political accountability through the electoral process

2. Public accountability through the monitoring of human rights by an independent media and organs of civil society

3. Legal accountability through the courts, other independent and impartial institutions such as National Human Rights Commissions.
