A Heartfelt Tribute
We are deeply saddened by the untimely passing of Subash Chandra Nembang, Constituent Assembly Chairperson, CPN UML Vice Chairperson, and Member of Parliament, at the age of 71 on September 12,2023. During this sorrowful time, we extend our heartfelt condolences to the late Mr. Nembang, a political figure known for his dedication to human rights.We express our deepest condolences to his family. Nembang, who served as a member of the National Assembly in 1991 and 1995, had been consistently elected as a member of the House of Representatives from Ilam since 1999. As the Chairperson of the Constituent Assembly, he shouldered the historic responsibility of incorporating numerous progressive provisions into the Constitution of Nepal, ensuring the protection of human rights, pluralism, and social justice.Nembang registered a ‘resolution proposal’ on the National Human Rights Commission in the National Assembly in 1992, starting the first initiative for the establishment of a human rights constitutional mechanism in Nepal. He was the Speaker when the Parliament passed a resolution to adopt the Rome Statute of the International Criminal Court in 2006. Lately, he played an active role in ensuring a sustainable and equitable conclusion to Nepal’s peace process. He held the view that Nepal’s peace process and transitional justice should be fundamentally completed from within the country itself. Nembang’s death has caused irreparable damage to Nepal’s democratic politics and human rights movement.Nembang, who devoted his life to protecting and promoting democracy, social justice, and human rights, will forever remain in the hearts and memories of the people.
